  • History

    Emma Cons Gardens was opened as a public garden by London County Council in 1958. It is at the heart of Waterloo but does not currently fulfil its potential as a public space. A number of proposals have been developed previously, but have not been implemented. In 2021, a group of local community organisations formed a Steering Group with the Council to come up with new designs for the square.
